There are two different types of transfer:

An Australian domain name can be transferred, free of charge, from one registrar to another, without any need to extend the renewal, providing the renewal date is more than 3 months into the future.
The other type of transfer is Change of Registrant or COR.  All registrars charge a fee for COR.

Processing a COR is the only way to change the ABN on the registrant details. So if you buy a name you will neeed to make sure a COR is processed.

The COR process includes a new two year registration period in the name of the new licence owner

The cheapest Registrar for COR is VentraIp at $40
VentraIp introduced a paperless COR system in August 2011

Drop, a reseller for Domain8, offer a very quick paperless COR at $49.95

 

You will need to have a satisfactory reason to own the licence to an Australian domain name

Acceptable reasons are:

The name has a close and substantial relation to your business, or;

If your business is monetizing domain names, then your domain name will need to resolve to a web site that only monetizes material closely related to the domain name

To own the licence to a Australian domain name, you will need an ABN
( Australian Business Number)

ABNs are free and are given out by the Australian Tax Office, to any Australian who states they intend to try and make a profit from a business, fulltime or part time
